Operational Continuity
A whistleblower report, released by Senator Richard Blumenthal, previously alleged that the system was rushed and riddled with errors. Steiner acknowledged the challenges of building such a massive platform quickly but defended his IT department. He had originally planned to launch the system around September 15.
Beyond the voter list, the executive order would have required states to adopt uniform, barcoded envelopes. State governments argued this was impossible to implement so close to the election. Following the Supreme Court ruling, an internal memo confirmed that the agency will not enforce these new rules for the 2026 federal elections.
